British Future and the Welcoming Committee for Hong Kongers are working together to promote the full engagement of BN(O) status holders in the UK through effective settlement and integration. In its first six months its activities have already made a significant contribution to achieving the aims of the UK’s Hong Kong Welcome Programme. 

Following the confirmation of government funding for the next stage of the Hong Kong Welcoming Programme, the Welcoming Committee are looking to recruit motivated individuals for three exciting roles in this high profile national project:

Hong Kong Welcoming Project Administrator and Coordinator (P/T)

Role Description

The Project Coordinator and Administrator will maintain relationships with funders, stakeholders and other interested parties including government officials, journalists, private and charitable organisations.  When needed, the Project Coordinator and Administrator will also attend meetings and events held by other organisations.

Responsibilities and activities include maintaining systems and processes, particularly in relation to its regular meetings and advisory group. This will include updating the stakeholder database and sending out regular updates and findings. The postholder will also work, as needed, on communications and events.  

The Project Coordinator and Administrator will assist the Research Manager in submitting regular reports as requested to the project funder, at the Department for Levelling Up, Housing and Communities (DLUHC). 

The role requires strong administrative, and coordination skills, including organising meetings, building and maintaining good relationships with funders and stakeholders, budget management and maintaining contact databases. 

The post holder will work closely with managers at the Welcoming Committee responsible for the research programme and for media and communications. They will also have frequent contact with the British Future team. Given the frequency of contact with Hong Kongers, the ability to speak Cantonese would be an advantage. 

The post is based at British Future’s office in Borough, close to London Bridge. The team works partly from the office and from home . It would be preferable for the Research Project Coordinator to have a similar pattern of working. 

The tasks to be performed by the Project Coordinator and Administrator include:

  • Maintenance of the Welcoming Committee Whatsapp, Signal and Telegram accounts

  • Communications with Advisory Group

  • Assist Research team with interviews and roundtables as needed

  • Input to the Communications team on website design and development

  • Monitor the general info email address for inquiries from the public

  • Distribute updates and information to stakeholders through Mailchimp

  • Coordinate with Accounts team on  the budget and manage online workspace (G-Suite)

The Project Coordinator and Administrator is expected to organise and attend the following regular meetings, keeping records of discussions and any agreed action:

  • Weekly operations meeting with the Research team

  • Weekly operations meetings with the wider Welcoming Committee team

  • Quarterly Advisory meetings of the Welcoming Committee for Hong Kongers 

  • Monthly meetings of the Welcoming Committee for Hong Kongers forum

  • Meetings with DLUHC (every 3 weeks)

Conditions 

This is a post of 6 months, 21 hours a week, with the distribution of hours to be agreed.  The Welcoming Committee project has guaranteed funding until the 31st March 2023 but future funding, either on Hong Kong welcoming or related work is likely.

The post is within the salary range £25,000-£28,000 (pro-rata).

The remuneration package includes a contribution towards a personal pension plan of up to 10% of gross salary, based on double-matching employee contributions. Annual leave is 30 days a year.  

Our standard office hours are 9am-5pm, Monday to Friday but a willingness to work flexibly and occasionally out of hours (with time off in lieu) is needed for this post.

Hong Kong Welcoming Project Researcher

The research programme is at the core of the welcoming project. Research and engagement activities will focus on specific issues - employment, education and locality - where evidence will be assembled to make recommendations for policy and practice to facilitate successful settlement and integration of new Hong Kongers. 

The programme will include a large-scale survey of Hong Kongers in the UK and a programme of research engagement with employers and schools among others, through methods including workshops and interviews.  

The role requires strong research skills, including setting up networks and conducting roundtables, interviews and research visits. It will involve analysing quantitative and qualitative data and writing up findings to diverse, non-specialist, audiences. The role also requires good administrative and organisational skills and the ability to work well in a small team. Given the frequency of contact with Hong Kongers, the ability to speak Cantonese would be an advantage. 

Role Description

The Researcher will work with a range of team members on aspects of the Welcoming Project, in particular British Future’s Director of Research and the Welcoming Committee for Hong Kongers Coordinator. They will also work alongside British Future’s Director of Communications and the Events Manager.

With the Director of Research, the Researcher will be engaged in all aspects of the research and policy programme, from design to data collection, reporting and dissemination.

The Researcher will work with the Welcoming Committee for Hong Kongers coordinator. This will include maintaining systems and processes, particularly in relation to its regular meetings and advisory group. This will include updating the stakeholder database and sending out regular updates and findings. They will also work, as needed, on communications and events.  

The second stage of the project will involve establishing and working with employer and schools networks, which the Researcher will set up and organise, helping to build strong relationships between stakeholders and the Welcoming Committee.

The Researcher will also submit regular reports as requested to the project funder, at the Department for Levelling Up, Housing and Communities (DLUHC).

The research tasks to be performed by the Researcher, alongside British Future’s Research Director, include:

  • Collecting, analysing and reviewing available evidence on the arrival of new Hong Kongers to the UK, numbers personal characteristics, labour market status, location 

  • Updating a database of projects in the UK aimed at assisting settlement of Hong Kongers, funded by the Government, and through other sources of funding (esp employment, education) 

  • Analysing and reporting findings from survey of Hong Kongers

  • Setting up and maintaining forums for employers and for schools

  • Carrying out interviews with employers and schools 

  • Taking notes from all forums and webinar events, identifying key messages and themes

  • Writing reports and short pieces using research findings throughout the project, for external  dissemination

  • Producing bi-monthly progress report for DLUHC

  • Helping to organise events

The Researcher is expected to take part in the following regular meetings:

  • Weekly operations meeting with the Coordinator and the Director of Research

  • Weekly operations meetings with the wider Welcoming Committee team

  • Regular British Future team meetings

  • Quarterly Advisory meetings of the Welcoming Committee for Hong Kongers 

  • Quarterly meetings of the Welcoming Committee for Hong Kongers forum 

Conditions

This is a 6 month contract with possibility of extension. The Welcoming Committee project has guaranteed funding until the 31st March 2023 but future funding, either on Hong Kong welcoming or related work is likely.

It would be preferable for the Researcher to have a similar pattern of working.  

The job will involve some travel across the UK, for which all costs of travel and any overnight stays will be reimbursed.

Hong Kong Welcoming Communications Manager

Communications are central to the project. Part of the Welcoming Committee’s remit is to help communicate the story of efforts to welcome Hong Kongers: this involves the Welcoming Committee both projecting  stories itself and supporting local and national welcoming organisations to do so. 

The role requires strong written and verbal communication skills and knowledge and experience of how the UK media works. We would expect the successful candidate to have at least 2-3 years’ experience in a communications, media or journalism role. Experience of using social media platforms and updating websites is also desirable. Building good working relationships – with organisations working to welcome Hong Kongers, journalists, influencers and BN(O) Hong Kongers themselves – will be an important part of the job and experience of working with a range of stakeholders is desirable.

The role also requires good administrative and organisational skills and the ability to work well in a small team. An understanding of the situation for Hong Kongers and/or the ability to speak Cantonese would be an advantage, though it is certainly not required.

Role Description

The Communications Manager will work with a range of team members on aspects of the Welcoming Project, in particular British Future’s Director of Communications and the Welcoming Committee for Hong Kongers Coordinator. There is a small budget to work with  a freelance story-gatherer and freelance film-makers and photographers where required. They will also work alongside British Future’s Director of Research and the Events Manager. 

The tasks to be performed by the Communication Manager, working with British Future’s Director of Communications, include:

  • Communicate proactively  in national, regional, diaspora and online media about the integration and work to welcome BN(O) Hong Kongers. 

  • Build relationships with welcoming organisations – supporting them to place stories about welcoming work and the challenges that Hong Kongers are facing; sourcing stories and case studies; and securing content from welcoming organisations for our website.

  • Establish and coordinate a regular Hong Kong welcoming communications network, meeting every 2 months, for stakeholders involved in communicating about the BN(O) welcoming programme. This may involve offering communications skills webinars to encourage people to attend.

  • Plan and deliver one or more events, in partnership with a welcoming organisation, which secure positive media coverage. Support the communication of Welcoming Committee events.

  • Develop and deliver a social media strategy, building audiences and profile to help the Welcoming Committee reach key audiences and keeping its social feeds updated.

  • Working with a story gatherer, find and communicate positive case studies of contact and integration for new arrivals from Hong Kong; and also examples of the challenges Hong Kongers face and the work of welcomers to help address them. Communicate these stories in media outlets and online/on social media.

  • Build a network of spokespeople and interviewees who can speak to the media about work to welcome Hong Kongers.

  • Explore and develop a strategy for communicating with  BN(O) Hong Kongers. 

  • Keep the Welcoming Committee website regularly updated with engaging content.
